Water additive that reduces surface tension. Used in computer water cooling a lot as well for lower temps.
I run a mix of water wetter and distilled water in mine, granted I only drive the car in the summer months so I don't have to worry about it freezing. My coolant temp never passes 180 degrees even sitting in rush hour traffic in the middle of the summer.

Uh, guys... Hate to be the "wet towel in the face" here but true GM Dexcool already has Water Wetter as part of it's makeup. Just something I read about 10 years ago when I had my '85 2.5L S-10 and put it in. Big difference in heat transfer 'cause of it, made the heater work alot better. Just sayin'.
