These steps are for disabling the DRL's are for the 2000+ J-body cars using the GM Tech2 Scan tool. I've searched and could not find these steps to change the country to Mexico in the BCM. Figured this would help some people out who have a Tech2 at their disposal.
#1: Main Tech2 menu press enter
#2: Select Diagnostics
#3: Select model year
#4: Select passenger car
#5: Select body
#6: Select product line
#7: Select make
#8: Select model
#9: Select body control module
#10: Select special functions
#11: Select new BCM setup
#12: Press Yes for new BCM setup
#13: This is the screen that will show up, just press enter to continue
#14: Press Yes to configure options
#15: Press Continue
#16: On this screen you will see a star by USA, press enter on the highlighted USA
#17: After you press enter on the highlighted USA, you will see the star disappear
#18: Scroll down to highlight Mexico, and then press enter so the star will appear next to it
#19: Press continue
#20: Press save options
#21: Press continue and now you have completed the new setup to disable the DRL's
