My Baby Has A Bubble

That's right. My poor little baby has a bubble. It's on the lower rocker, right behind the door jam, over top of the side skirt. She's officially getting old. She rattles quite a bit now inside too, no doubt because of the motor mounts.
Now my paint for the most part is in pretty good shape. it needs a buff now, since we had such a hard freeking winter. But, yeah my hood has chips, mostly small, and easily touched up. The bottoms of my doors are rusty, but before winter, I prepped it and por-15ed them, so they are still looking good, at least not rusted through at all. My pinch welds at the front are rusty, but very solid and not folded down like many from lifting the car improperly. My skirts though are hiding some rust, that much I know. I've got one place at the seam, bottom of the door jamb that's starting to poke through.
But basically what I'm asking is, what are my options at this point? Is there any way I can prolong the life of my current paint until I can afford to get it painted, probably this time next year? Or, what should I do? Take the skirt off and find all the rust and POR-15 it?
Anybody out there near Albany have some experience in rust repair and want to teach me? I'm dying to learn auto body, but can't afford to not work and go to school.

So guys/gals, what can I do here?

POR 15 is the @!#$! It breaks down in direct sunlight though. I need to do this on my verts rear frame rails near the trunk. They are starting to bubble and if those go byebye car.

So yeah I still haven't done this yet... I'm afraid to take off the skirt. I really don't want to know what it looks like under there...

I actually found a second one on the other side almost directly in the middle under the passenger door, right on the rocker. I do have some work to do for sure. I'm also having some paintless dent repair done, and a professional touch up on the chips on the hood and the small scratch on the quarter. Other than the minor issues like these, she really shines still.

I'll tell ya though, it took me 4 hours to clay the lower fenders and under the door protectors. Hell of a lot of tar build up and other crap. I haven't even clayed the front bumper yet. Ran out of energy. But, she's getting there.
