Back bumper buckling?!?!

I am having an issue with the back bumper, I mounted it and it fits pretty decent. The one issue I am having is on the left side it is buckling upward and it is going to require work in order for me to mount the panels that fit under the tail lights between them and the bumper.

As you can see in this picture where his hands are that is where I am having the issue. The only solution I can think of is this....
Heat up the back bumper in the area that is bothering me(Already Done) that will cause it to crack only in the area I need it to(Already done) then I can cut a V shape and press the bumper down and fiberglass over that area while it is down. I think this will work but I needed a few other opinions. What should I do I need the buckling area to go back down so I can mount the panel flush and make everything look right.

I am new to J-Body I was on ClubCav for awhile until I wrecked my 1998 Cavalier. I just bought this 2002 Cavalier for a new project that may turn in to a daily driver.

Its a cheap fiberglass bumper. It will probably never fit right.

Thanks for your help Mike, very informative.

Obviously I see it didn't fit right, I was asking for advice on how to fix the issue that almost ALL fiberglass products have.... I will try to handle it on my own, any advice is deff appreciated guys. I am thinking a quick and easy cut and re-glass job should do the trick.

Cut where it's buckling to relieve all the stress and reglass. Drill pinholes and lay your mat from the underneath.
