cheapest would be to rattlecan it black, then tape some mesh to it, and rattle can it silver.
20 bucks for materials.
used, never seen a cheap cf hood thats new, never will.
hell to be honest i havent really seen a cheap used one often either.

Junkyard hood + CF vinyl.
Used is your best bet. I waited a year and found my current one on craiglist last week for $100. Wait and buy a used one or just save up and buy a new one....stay away from ebay sellers however!
