My car does not have body rust, but there is a million little swirling scratches that isnt really noticeable, but i notice it when light hits it certain ways. Plus the clear coat is still good on it other than this tiny spot on my hood that follow the line up the middle(96 sunfire GT).
Would getting it buffed help these things? Plus would that make the paint look like new?
Yes, but have someone that knows what they are doing do it. You can easily mess your paint up if you never done it before.
The process is called "Cut and Buff"
You are removing a small amount of clear by wet sanding with very high grits and buffing the clear. This method removes light scratches and swirls and leaves a smooth scratch less finish.

Meguiars (sp?) 80 I'm told works the absolute best.
id advise not doing it yourself, i worked in a detailing shop for 2 years, and it took me many junkers to perfect the technique, and many burn throughs, u can ruin ur paint real fast, pay someone to do it aha

Try using a glaze with with a foam pad on a buffer. Most of the time the swirl marks will be removed with it.
