Ok so i got a 96 cavy and the previous owner didnt do a good job at waxing it regulary so the paint jobs starting to fade.... i want to put on a new one... ive been doing all the work on my car myself... its not really a matter of making it the best car out there but its a hobby of mine.... what are the steps that i need to take in order to paint my car? what supplies do i need to get? i want to do it a 3 tone.... silver on bottom/ black on top/ with a 3inch blue line dividing them running from my rear tail light to the bottom of my front bumper...

there is no answer to your question. there isnt a person on earth who could explain how to paint over the internet. secondly, painting a car is not an easy job, nor an inexpensive one. i would first read the link ive attached below, and then i would employ someone who knows what they are doing to paint it.
