So I have had my CF for about 3 years now and just this year I have noticed that the hood has faded spots that looks like the clear coat is all scuffed and hazy. If I take this to a paint/body shop will they be able to fix this or is the hood ruined?

I had a spoiler that had the clear actually come off in spots. They sanded it all down and cleared it again. It looks brand new. The shop just doesn't guarantee how long it will last because of the "chemical bonding agents" in the carbon fiber. That's what they said. Should get a couple years out of it though.
My carbon fiber hood has been doing that also, near where the hot spots on the engine are. Its also around the front edge of the hood. I have never really worried about it though, seeing as apperance isn't really high on my list of priorities

I did all the buffing by hand with the 3M finesse-it II and the Scott rags in a box which are wicked soft and were recommended to me by a body shop to use. If you have a power buffer, it should cut the time down considerably. The other bottle is a meguiars product, both of which are safe on CF products that are not clear coated, other wise just in their hard coating.

So the 3M product allows you to buff out even the stuff that looks like its under the clear? Because my hood can still get a nice shine to it, but you can still see all the hazy stuff.

All that junk that looked like was on the hood and fenders was fadded and like oxidized crap from where the sun had gotten to it. It was washed before i started this and that 3m stuff buffed it all out with some elbow grease.
The 3M product i had to purchase from a Body repair product shop that distributes Paints and what not to body shops. The Finesse-It was i think 35 and the meguiars was almost 20.
My first I had faded horribly. After my accident when I got a new c.f. hood I had it cleared when the car was cleared. It looks better than any c.f. hood I've ever seen. I don't really trust how they come from the producers.
