Fixing Fiberglass Bumper Crack, Problems

OK, front bumper, lower Lip Crack Up and Down about 8" long, no missing pieces(except gellcoat)
Now I figured it would be easy to fix just layer it up from the backside of the crack then whipe the front sand and booya done
NOPE, The wax from the mold remains in the back side of the bumper still and its releasing everything I lay in there.
IM Guessing just scrub it down with Wax and Bug remover? Or should I whipe it down with paint thiner.
Should I grind down around the crack on the back?

Sand it down with like 100 or 200 grit, then lay the fiberglass on that.

Scratch the back up, then take the actual crack and make a V shaped chanel, that way after you fix the back you will have something to fill in.
