91 eagle idle problems

my buddy just picked up a 91 eagle talon 5 speed, it has an aftermaket turbo, exhaust, and its running on 14lbs but can handle 20 easy. once he got it home and turned it one it idles funny. hell start it and it will just jump from 1000 rpms to 1200 and back to 1000 like it has a choke problem. put a new choke on it and still did it. what could the problem be? need any more info just ask

wow, everyone really? none of those are your problem.

its the idle speed control sensor (isc) or the fast idle air valve. i have a shaved throttle body for this reason. blocked out all the isc/egr/fiav passages with inside the throttle body and used sheet steel to make a new gasket with a block off channel for the lower half of the trhottle body controls.

but i bet money its the isc
