It's an option for the '09 models. It's a display that shows various things including boost, horsepower and torque, lateral G's, A/F ratio, knock retard...I think that's it.
Actually just check out this link to this guys page. Has a picture with each setting displayed. Pretty neat little gadget!

FWIW the "wing" has been said to actually create downforce, and there's not big plastic piece covering the magnificent LNF.

Yes, because a factory Turbo and a chassis/suspension that is ready for the track as well as 4 piston caliper Brembo brakes is a lateral move from a grocery getter/commuter.

The non-boosted cars have covers... if it was covered and boosted, I think you might smell melty plastic after your first 20 minutes in traffic behind an accident.
The rear spoiler is actually supposed to be functional and not just increase drag. Low rise, high rise... If it does the job it's designed to do aesthetics shouldn't really matter.
