so my local ford dealer is trying to screw me on a recall item stupid passive seatbelts in my probe... cable popped out on me one day took it down to the dealer for replacement and they tried telling me they need 150 bucks in parts and 150 in labor for this service department manager and dealership manager said the same thing i believe i'm going to print out the service recall from ford and take it back to them maybe go to another dealer or a private garage and throw them the same situation and see what they say.
i mean a FORD dealer should do a FORD recall for free

Reasons For Recall
The motorized shoulder belt of the affected vehicles may malfunction due to wear of the rail assemblies that guide the moveable shoulder belt anchorages along the sides of the roof above the doors. Eventually, the moveable anchorages could jam in positions along the rails and not lock in place at the "B" pillar. If this were to occur, the system may not provide the proper protection to the front occupants in the event of a collision.
Recall program 96S48 requires replacement of the left hand shoulder harness rail on all vehicles; recall program 96S99 requires inspection of the right hand shoulder harness rail and, if necessary, replacement (the left side rail will be replaced on all vehicles because of the frequency of usage versus the right side). In addition, dealers are instructed, through the attached diagnostics, to make any additional repairs necessary to restore system operation.
A malfunction in a motorized shoulder belt does not reduce the effectiveness of any lap belt. Occupants should be instructed to continue to wear their lap belts.

only thing you can do is take a cop with you and talk to the service manager , and/or call ford customer service , or try another dealer

Yeah, because I'm sure a cop is going to think that shaking down a dealer to get you a recall performed is going to be worth his time..... You could always call in the Regional rep. Did the dealer offer any explanation as to WHY you had to pay for it?
AFAIK, safety recalls do not expire. Quality control or customer satisfaction-type recalls are a different story.

Excellent point, i'd go or call another dealer and see if they run your vin if it's already been taken care of already. If it was...your stuck with the bill.

Your cable popped out, but the cable isn't part of the rail, so how is that covered under this recall? It specifically says that the recall is a result of the wear on the rail assemblies and covers the traveling mechanism locking in position due to the rail wear.

anyway i talked to another dealer on the phone and they said they have the part in stock and will do it free only problem is no inspection and no plates and my buddy with a tow truck doesn't want to go too far i think i'll just slip him a 50 for the extra 15 miles
and i pasted the wrong bulletin but it's the same for the left side (side that's broke) the previous owner bought the car new and it never saw the dealer after he drove it off the lot, so both sides are still up for the recall.
i think i'm going to call a ford customer service rep after i call the first dealer again and explain what everyone else has told me (if they still won't do it.... it may grease the works knowing that another dealer will do it)
i'd do it myself but why should i waste my time with something the dealer should do for free

So in other words, you're SOL on your dealer being required to do the recall. If another dealer has the service repair kit and is willing to do the job, take it there.
