My friend has an 03 Tahoe Z71.
Is there a way to have the high beams come on and not have everything else turn off? like the fog lights.
Also will it harm the electrical system if I do this?

there's a way to do it, although I'm confident its illegal, but depending on where you live, you probably won't get harassed about it. It has something to do with the relays is the easiest way. Unsure what to tell you from there. There's a write up in our FAQ i believe...see if that works
You will have to splice the high beem and foglight circuits near your combo switch.
