Real Mexicans, mind you, don't paint their cars like that. Those people are not real Mexicans, they are pachucos from southern USA and clearly all they are doing is copying the style of the Americans.
And what I notice weird about that truck, aside from its look, is that it is at the same height as your car, which means probably it is a car dressed as an SUV or it was lowered all they could lower it.
I take back my second post. Yes, I can see the eclipse bumper.
The truck was in a head on collision with a eclipse, and all that's left is the rear bumper. As a warning, the driver left it on the front of his truck.
Either that, or the ower has no taste, and needs to be beaten with a stick.
