I bought a 2005 Chevy Cavalier used in hopes to fix it up and make it a very nice car. It was in a front end crash before I owned it. I can tell because of one headlight being new vs the other. Some rust spots and broken foam. But what I cannot for the life of me figure out is why the front bumped is all off. I have a couple pictures here of what I am talking about. What I think it might be is the bumped is from a different year of cavalier?
The gap in both photos is big enough for me to fit my hand in it...

you just need to shift the whole bumper to the right (if your looking straight at it from the front) as it looks to me, loosen to middle two bolts holding the bumper up and look to see if middle drill holes are bent or if the bumper is broken around them.

mine is the same but thats because of a slight fender bender but i just dont give a crap about it. i would be more worried about the performance of the car than a slight gap in the bumper.
seems to me they used an aftermarket oem style bumper. take the bumper off and take a pic of the stampings behind it.
