Hi, my trunk rattles bad and when I checked in the trunk, I saw a black plastic piece behind the carpet on the passenger side on the frame of the car.
Sorry, I don't have a pic of it right now. I just want to know what is it exactly and is it safe to remove it ?

If you remove it, won't that just leave you with an open hole to the fenderwell?
I believe it's there to relieve pressure when you slam the trunk or doors closed. If you've got a sunroof, you may notice that it pops up a little when you slam the door. Without some way of letting out pressure, you could probably blow out a window if you were to slam everything shut at once.
Removing it might let in some of the elements you don't want in your trunk. If you take it off, you may want to at least put a screen or something there or keep an eye on the opening over time to see if dirt or water is coming in.
I had a problem with that thing letting water in because my subs would open it up and if it was raining the rear tire sprays water right up into it. When we had the massive rain fall here in the lower mainland(BC) my trunk ended up getting a lot of water into the trunk from driving it through huge puddles on my way home. So there was even water all over the rubbermaid container I kept my stuff in but since I took it back to GM they put a plastic shield in to stop the water from getting directly into it so haven't had that problem again but yea it rattles like crazy when my subs are pounding.
