USUALLY they have rim guards. that always scares me too thought when one of mine fall over im like son of a .... nevermind. were ok.

This is the reason I like sidewall on my tires.
That still sucks though, it should be fixable if you take it somewhere that knows what they are doing.

i might be hard to get your city to pay unless you can prove that it was that eaxct put hole did it.
usually you have to make a report to a police agency then take pictures of said damage..
good luck i know i just gave up cause it wasnt worth the extra headache..
