my guess is that some how the lightis comeing from the head lights and you just filtered the light.

illumencent paint.......its clear but reflective i believe.....hence hte flashligh being shined on them
Alright, enough of the guessing
To answer the question..."What is it" it's actually vinyl cut to the shape of the inside of each spoke. The vinyl is reflective red. When light hits it it glows a bright red. So some of you were gettin pretty close
