There is a light coat of tire shine on them
. As for the marks, thats just 80,000 miles worth of washes taking its tole on the paint. The car will be getting repainted soon hopefully.

are you sure those arent swirl marks on your car?..
i used to detail cars and when we'd buff the car if you didnt go back over the car with a softer buffer and different wax it would leave swirl marks
take it to a detail shop, they should be able to get rid of them for you
