Give the top section a yank, its only clipped on. I believe the bottem section has screws under the steering column.

I had to pull my dash to get the top off. I don't have an adjustable steering wheel though, I don't know if that would affect it.

why? I pulled the piece off of both my sunfire and cavalier without having to remove anything else first. the sunfire has tilt and the cavalier doesn't.

yea you dont need to remove your dash to remove the plastic cover around the column. its 3 torx screws on the bottom or a 7mm socket will fit it also. remove the 3 bolts then just pull it apart

you dont mean in general do you? my 05 cavalier has tilt.....

either way, its a few screws and it pulls apart pretty easy.
