You need a special tool to release the clips in the bag of the wheel that hold the airbag on. It can be done without it but is much easier with it.

?? clips? I dont recall mine having any special clips

then again it has been 4 years since I've taken the wheel apart

The 03+ wheel has these 4 arm things on the airbag that lock into clips on the wheel itself. The tool pushes 2 of the tabs in at a time so that you can release the wheel. I forget what I used but I looked at a picture of the special tool in my GM manual and found something to match.
