just purchased a 99 GT, Fuel door appears to have a release, where is the release button?

Unfortunately. Got no information when I bought this car. There is also a button on the dash looks like a peg for an odometer but it doesn't do anything. The fuel door opens and closes, but I can see there WAS a working release button in there. Lots of folks around here are having fuel siphoned out. Would like to get it going again.
all you have to do is step outside your car and open it with your finger....there is no locking mechanism for the fuel door...I know that there is a locking gas cap you can buy....but no cavalier or sunfire come with a fuel door popper
