Dash/radio bezal if I am swapping my car to a 2k engine and interior wiring harness?
I had a custom radio bezel made for my 97 before I knew I would be wiring my car to a 2k+.

Only difference in wiring is the radio. Everything else is plug and play. GM did a couple things right with these cars over the years.

you will have to run a 2000 up cluster, so u will have to fuss with the lower dash to make it fit in the pre 00 dash, but can be done yes
I'm running my 99 cluster in an 00+ sunfire dash, so yes you can run a 99 cluster in the newer dashboards. Just a little trimming and you're set.
