I recently bought a 2000 cavalier with only 85k and a bad motor.I had my mechanic put in a motor and trans with only 45k on them,I wanted to adjust my mileage to match so should I buy the cluster or Do I have to buy the BCM from the junkyard that sold me the setup?Any Help would be greatly appreciated.

Yup, Odometer fraud... and if you do it yourself you'll land yourself in Federal Prison.

You'll realize how much we are helping you by telling you this is odometer fraud and automatically makes your vehicle a salvage title worth $0 and nearly impossible to insure. In fact I would not doubt your insurance company would drop you if they found out since the value of a vehicle depends on the mileage.
I'll refer the authorities to this thread, I'm sure they will be pleased.
Maybe take a cue from people who obviously know more than you.
