What does +38 mean on rims?

i found a set of nice rims on a website and they are 17"x 7 5 bolt universal +38. i'm guessing that the 38 means offset. is this the right size for a Cavalier Z24 (would it look good on a cavalier)?

38mm offset will be fine

what about 18's with that offset and 225/40/18 tires?

how wide of a rim? that offset on 18s should be fine

Whew, thats what i wanted to hear. Does it matter that im on RK Sport Pro Street Coilovers, fronts all the way down, rears are 2.25" up form the bottom.
