3-speed auto (TH-3T40) shifting funny

I just inherited a free 99 sunfire with a 2.2L and a 3 speed auto. I am having some trans problems with this car and was wondering if you guys had any ideas. Heres the problem:

When its cold it upshifts at around 4000-4200 rpms. The worst is driving it out of our subdivision at about 25mph. Its reving at 4k in first gear and people are looking at you like your nuts. For anyone that has the same trans, does your car do this? Maybe its normal???

Once it warms up the up-shift RPMs come down to the low 3000s. But still the problem comes in when driving around in 25mph areas. If you are cruising through a neighborhood it dosn't want to shift to 2nd.

When warmed up it will shift from 1 to 2 at 25-27mph and from 2 to 3 at 50 mph. Where do your cars shift at? Is mine normal???

Heres what I have done to TRY and fix the problem:

1. I have replaced the TV cable with a new one and re-adjusted it.
2. I have replaced the valve body with a new one
3. I have put new fluid and a new filter in. I actually had the trans 100% flushed.
4. After all that did not fix the problem I got a $100 junk yard trans and replaced the trans the weekend.

I cant believe it but the new trans acts the same way! I want to shoot myself.

Compaired to your cars does this seem normal? The TH-3T40 is NOT computer controlled and maybe I am just used to how computer controlled tranmissions shift. This trans is controlled by pressures from the governor and tv cable. Is this just how it is?

Does anyone have any ideas? I have heard of people playing around with the tv cable adjustment but how do you do this? The adjustment I have been doing just involves holding in the button on the TV cable, pulling it out until it stops then letting go of the button and flooring the accellerator pedal.

Looking for any help at all.
