So i am pretty much fed up waiting for GM to release their supercharger for the ecotec, and was wondering if there were any california legal Daily driver turbo kits. Or if i just bought all the parts would it work, and be california legal thansk!!

I doubt it. The process to get them CARB certified is long and expensive.
