moving center section of turbo

i got a new garrett the other day, and the center section needs to be moved "one bolt" to move it all i see is the lock down shim parts. i started on a junk turbo to see how it would move, took those shims out and it wont budge. if anyone can exaplain it or has a good website that would be awesome.

two cast pieces stuck together? you need a block of wood and a heavy mallet of maiming. beat on it enough and it will come off.
