No power when using fuse tap in wiper fuse slot?

I'm trying to install a Scosche fm aux in adapter to my stock stereo deck. I've got everything in place, except when I try to tap into the wiper fuse slot, the adapter doesn't power up.
I'm using this tap:

The adapter is rated for 2 amps. The tap comes with a 3 amp fuse. Do I need to get a 2 amp fuse? Which way should I be inserting the tap, or the fuse on the tap?

Yes. I've only tryed the ACC position, though. The adapter in question is this one:

Are the wipers on on the ACC setting? Ive never really checked.

Yes they should be.

Verify that both fuses in the adapter are good, and that there really isn't power at the output of the adapter (and that it isn't a wiring problem further along.) I assume you own a multi-tester.
