i noticed that in newer cavaliers the HVAC is on the bottom and the cdplayer up top. has anyone ever tried relocating the two.

The whole dash assembly, including the HVAC control assembly, and the radio (including the size of it) is different between 99 and 00.
In theory, you could do it easily if you could mount the controls. There isn't an easy way to do that... you'd have to fab up something to hold it. I've seen a couple of people do it, years and years ago... but they didn't make it out to be an easy thing to do.
