They probably put the alarm horn in facing up. And it's probably full of water now.
I installed mine below the drivers headlight on the frame rail facing down. Relatively protected spot, where no water is going to damage it.
No. You need to un bolt the siren and dump the water out. Take it inside the house and let it dry out. Then reinstall it but this time point it down so that won't happen again.
ok i'm new to this so when i open the hood where should this be and what am i looking for .....i know it sounds stupid but i've never done anything like this....thank you

It could be located just about anywhere. Alot of install places put it on the firewall of the car, others hide it around the front bumper somewhere. Just look for a small, square black siren that has a red and red/black wire going to it. Hopfully it didn't short out a circuit. If that's the case, you need a new siren. Just dry it out and see what happens. Good luck.

ok so i opened the hood and saw this litle siren and i found it ...its pointed down but its right up on top of the engine wall like below the windshield area.....i felt inside it feels dry....so if i need a new siren what do you think that will cost?????
THANKS IN ADVANCE...

Sounds like a bad ground to me. The ground could have corroded or rusted. If it is a Viper it should have a lifetime warranty through the shop that installed it. You should take it back there and have them look it over.
We had the same problem last winter. A car's siren was very dim, and he just moved to the area. Since we are the Viper dealer we fixed it. Turned out the shop hadn't soldered the ring terminal on the ground wire so it corroded, and the shop didn't chose a good spot for grounding it.
