There's not much power difference between them, and they're both rated at ~14V, so there's not alot of hidden power to be had by either. The Directed amp is a Class D (more efficient) and cheaper, so go with the Directed. Putting 25w per sub over their rating shouldn't hurt anything provided he sets his gains properly (ie not maxed/clipped), even with tones.

o and would it be safe for him to bridged his 2 4ohm subs on that amp? because i know when i hooked up my Rockford amp i messed up and bridged my 2 4 ohm subs on one channel

The directed is a monoblock, and it's good to 1 ohm, so yes, you'll be fine.
