I've had this problem before, and it corrected itself, and it came back today.
I just installed a shift light on my pillar, which involved removing the plastic pillar trim, and the cover for my fuse box.
I also ran 3 wires to the engine bay, a power, ground, and tach signal. The shift light works fine.
I put it all back together, lined up the pillar clips, then popped them in.
Lined up the fuse box cover, hit it a few time to get it mostly in, then used a screwdriver to pry up the dash pad a bit to slide the rest in.
I'm about 99.999% positive my wiring has NOTHING to do with this problem.
I'm also 99.999% sure me hitting the pillar, and fuse cover like a neanderthal caused something to break, or loosen.
My odometer lights do NOT turn on.
My horn does NOT work. (I found out on the way home when some idiot cut me off.. )
When I push either horn button, I hear a click (relay??) from the instrument cluster/fuse box area.
I've read about this in a thread somewhere, but couldn't find it... people said GM techs, and owners would slam the dash hard to fix it..
I'd rather fix the problem, rather than temporarily make it work again.
Any ideas?

Replace the cluster. Or smack the dash. One costs money, the other is free.
The cluster isn't serviceable.. according to GM, it's a throwaway part.
Horn is a different story. If the relay is clicking, then the fuse is good. Either the relay output is shot or the wire from there to the horn itself is broken somewhere. Or maybe the horn itself is faulty. Get out a multimeter and start tracing wires from the horn back. It's in the front right of the bumper.

Could these 2 problems be related, or are they on seperate circuits????

Completely different circuits. If the cluster works, but the odometer light doesn't, it's the light bulb behind the odometer being a PITA, add to that it's not replaceable.
If the cluster doesn't work at all, it's a fuse. But if the needles go and the other lights go.. .smack it. It's free, and that's how GM does it too.
(You should see how they straighten body panels in the factory! It would surprise you)

Hitting the dash didn't work, but made my CD skip.
I didn't want to hit the cluster, and break it, so I opened my door and hit the fuse box cover. It turned the middle light for the odometer back on. And when it was dark, I noticed a big difference in the light being out too.
Also, the first hit turned the odometer light on, but turned the fuel light off.
Another hit turned the fuel light on, but the horn still didn't work until I got home.
The horn still puzzles me...
