Well its been done, do a search. And its also very illegal, You may need to change it every time you get your car inspected, or you will not pass.

you could probably fab a piece to snap a psp2 into place in your wheel, thatway you could still take it out. i think it would look cool. i like originality.
i think originality is improving on something myself. putting a psp2 in the steering wheel is going to make it harder to play the thing because now your stuck in one position instead of being able to hold it. glare may just kill the screen having to look at it at an odd angle. not to even get into the fact that youve now most likely voided any kind of insurance if you are in a wreck, disabling the airbag will give insurance all it needs to not pay your doctors bill in an accident wich get pretty expensive even for a minor issue.
