Definitely the DRLs.
The car is trying to turn on the DRLs.. and it's not working properly so it freaks out.
Dark blue wire on pin A6 (I think) on the blue BCM connector. Cut it, ground the module side of the wire (leave the other end disconnected). Blammo, DRLs are gone. (Please note this technique is for 00+ cars only.. at the moment)

I know exactly what this is.
It quite contradicts what others are saying but I know this is your problem because it ahs happened to me so many times.
The problem is a burnt out headlight.
Although your DRLs dont work, and your headlights do, it is a headlight problem. Check them, one is dimmer or doesnt work.
When you start ur car the DRLs try turning on, but the relay jsut flip flops cuz ur lighting circuit isnt complete due to the burnt out bulb.
If your headlights are on when you start your car, it wont do this because it isnt attempting to turn the DRLs on. But once you shut your headlights off, and the DRLs attempt to come on, you will have the same problem.

Can I have a picture please of this plug for my 2003 cavalier? thank you

Under the drievers side dash, pull back the carpet (like you are trying to dig for your tire through your firewall).
Look up, you see a box, "BCM" which I determined stands for "Bit*h Control Module", since its such a pain to get to.
You need to unplug the center plug and find the only dark blue wire. Ground the side that goes TO THE CONNECTOR, and your DRLs will be disabled with no side effects. Just tuck-away the other end.

I'm still not confident that this will fix the issue at hand. Im tellign you guys that I've been here before, im not jsut talking the talk, I have actually walked the walk... twice.
Strobing DRLs, followed by a CEL, is a headlight problem. One of 'em is burnt out.
Disabling your DRLs only fixes this problem simply because you no longer have DRLs to strobe. This doesnt un-burn-out your headlight.
