That's a really neat effect, Beach. Am I right in thinking that it was never "redrawn" into lineart and colored, but rather processed with filters and effects to achieve an illustrated look? I was fully prepared to believe you redrew it from scratch, until I noticed how much of the original photorealism remained -- such as the lawn through the passenger window.
Regardless, I love the final look.

I was up really late and I was trying to finish this toon up and get it posted and didn't even realize the lawn through the passenger window
Good catch.
As for my process. I don't really redraw it at all. I copy and paste just about each part of the car and resize/reshape those parts until they have the desired toon affect that I think looks good. Then I add a couple of filters and do a couple of other things to give it that illustrated look. Thanks for the compliment
