Hey man I tried some filters, but I can't toon cars at all yet. So here are a few. If you have better higher quality pics I could do better and take out the background. Let me know if you like what you see and want me to keep trying. I could make you a simple sig if you want that too. Check out the last page of my cardomain for some of the stuff I have done with higher quality pics. Give me higher quality pics or somebody else can help you out and actually toon your car like you asked.
