yes sir, ^^ this man knows what he is talkin bout lmao. if you tried hard enough you should be able to pull of something.. do Filter>Blur>Smart Blur and play with the settings, then do Filter>Artistic>Cutout and ull get sumwhat of a toon..

super sweet for 10? the people who can make them super sweet usually cost more than 10 bucks... i do them for free, but i wont be doing any too soon because my sched is pretty busy and will only get busier. but you may find someone willing enough...
but honestly, if you really try at it and put forth the effort, you can make a pretty decently sweet toon with just filters and a select few tools.
