the coloring one u make harder than what it really is
image--adjustments--Hue/saturation

now go where it says master in the drop down box and go to red or what ever color the car is.

the just move the sliders

but theres a few things tho say since the lights are red they will change if theres any thing elas red it will change so just make another layer of the pic and the erase that part

^ method doesnt ALWAYS work the way u want it.

there are at least 5 different ways to change the color of a car. all at some point wont work right for certain images etc...

both ways work.

Well the reason I chose to do the paint that way was because I was doing a chop for someone. Its much easier to do the paint my way when your trying to match a color perfectly.

i'm not saying i don't use that method this just maybe help for the newbi's thats just starting to use photoshop.
