without pixelating it?.......umm....NO

Focus Magic plug-in for Photoshop might be able to help the picture. I'll look through my filters to see if I have it and give it a try.

Actually...he wouldn't have needed a tripod if he'd used a flash for this picture.....any camera that takes a slow exposure like this is due to low light sensing hence camera can't focus right and take the exposure longer to let more light in.
