The only reason I can think of is if you're in an area with harsh road treatment during the winter, and you wanted to move it to the interior or something. There was a recall in some areas because of corrosion on the ECU. Mine had gone in for that a few years back.

Other than that, I can't immagine why you would want to bother.

Mine is under the drivers side dash, mounted in a grand am bracket. The only reason that mine is mounted inside is because when I swapped the 2.2 out for the 3.4 of the grand am, that was the easiest place to put it since the grand am wiring was made to go there.
Other than being an engine swap I wouldnt think there would be a need to move it.
If your ecm doesnt have a rubber splash cover over it then It was never in for the recall. The recall cover works just fine.

when i swapped to the eco i mounted it inside the car as well. mainly just to get it out of the engine bay. if u want to move it move it, your limitied to the length of the wiring wich is a few feet unless u want to extend them and solder and theres probalby 30 or so wires per connector.

Well i don't want mine rubbing against my tire I'm not at no stock ride height, if i need to hack up a harness to move it to a better place then what ever it will be done.
