I'm having my front end rebuilt with new strut mounts, and struts.
I can't find replacement springs for just the front.
Right now I'm using spring tech 1.2"s
They've been on there for about 3 years.
I've hit some pretty bad pot holes.
Do springs normally "wear out" or get "bouncy"?
Should I spend the money of a new set.

they can wear out yes. for some reason i am think stock they want you to replace like every 60k or something. (not that any follows that) i am not sure on teh exact miles

bouncy generally indicates blown struts, not bad springs. springs are bouncy by nature, dampers (struts and shocks) are what control the bounciness.

^^^..... especially if you are using lowering springs on stock struts. and, even more if they are cheap springs. spring tech arnt so good. for something cheap but decent you should w/ Tein. they have 2 types.

they dont necessarily 'wear out' however.. over time they do sag a bit. some springs more so than others.
my eibachs have seen a total of 8000 miles over the past 2 years and koni yellows and they have settled to right about what they should be. havent really noticed any sagging as of yet.
I'm tired of wasting my time... now I'm breakin' free.
overtime metal fatigues so eventually, yes they will wear out.
the bouncy problem is most likely due to the afore mentioned blown struts.

I was asking because I'm having my front suspension rebuilt.
I didnt know wether i needed new springs or not....
I was hoping I wouldn't need new ones because its almost impossible to just find springs for the front...
So i eneded up buying a set of Eibach Pro springs.. 1.4"
