I have an 03 Cavalier and when I slowly turn the wheel from left to right when im driving it kinda sounds like a rubber band is stretching any ideas what could be happening? maybe things need to be greased?

Its probably the strut tops, mine do the same thing, and I know why. I hammered them on with an air impact gun, way too tight.

my car makes a popping noise when I turn my wheel too, but only seems to do it at low speeds (like 1st gear). I called gm and they said the strut bearings are natorious for going...something like $30 for a new set...not sure if thats the same issue your having but something to look into
