I pull the E-Brake all the way up and it won't hold. Is this a sign I need new rear brakes or just adjust the E-Brake

either those two, or your cable snapped.

i wouldnt say snapped but its stretched too much to hold any tension.

first thing i would do is take off the rear drums and on the bottom of the drum setup should be a little spindle. turn that to tighten the cable. if that doesnt work, you may need a new cable.

I would start by checking out your pads. You won't notice you rear brakes going during normal driving, because your front brakes do most of the work. If you rears are worn out, the e-brake is the first thing you'll notice. Also, as said above, check your cable tention. I had the same thing on mine a few years back, but it actually turned out that the aluminum loop that's on the end of the cable broke on one side, so my e-brake was only working on one wheel. Start with your pads and drums, though. If those are worn, tightening the cable is just a band-aid.
