i believe so. i know in nj you have to pay for the extra plate, however when you pay for your tags, that pays for your inspection also.

mine is off anyway... but whenever i go home to MD, i put it back on somewhere.... D'oh!
i've never been pulled over for it, but when i had expired tags the cop didnt care, it really depends what city in MD your in. about half the cars in moco dont have them on.

well im back in MD... my neighbor pulled me over about it, and just told me to slap it on there and there wouldnt be a problem.
Mo-Co has a bunch of nice cars running around... i try and stay away from there... lol
