Anyone know that in Maryland, if transferring the title of a car from one person to another, do you have to get the car inspected?

Lets say your name is on the title along with someone else, and you want only you on the title? What happens or needs to be done? Also, its within immediate family.
i believe they just have to sign it over to you, and you get it retitled in your name...but i'm not sure. i've never encountered that.
