I think Upstate refers to anything that ISN'T NYC. Souther Tier usually refers to Bighamton, and about a 30 mile radius from it. Where Borsty is..I think that's officially considered East bumf***. Or at least Western NY. BTW, anyone care to explain why Northeast, PA is in the top WEST of the damn state? I mean, wtf?
