yes they are its just a regular hood but i belive its made out of a plexiglass or something of that nature
some states you can actually run not having a hood on atleast in maine you can

actualy, i just got my Maine State Inspection License... its not legal to run without a hood... all body pannels must be on the car and fully intact with no rust or puncture holes blah blah blah...
for inspection yes all body panels should be intact and free from rust or any debris but on the street you can run with out a hood it says no where in the laws that a hood must be present on the street same with bumpers you can run without bumpers and still be legal
