As far as I know, you are ok to run without a hood in PA, kinda like bumpers...its more or less considered a "cover" and adds no structural or safety support to the car...
the only real thing i see on the penndot site is emissions . there is stuff on bumpers but i heard that as long as the crash beam is still there ur fine

Correct. The metal cross beams are the actual bumper..."bumper covers" are purely cosmetic. I know a few people who have driven with no hood for some time and never had a problem with the law.
