I think it is as long as its on the back i know a red neon in the back is legal since it just acts as a taillight so i don't see why not
I was pulled over for having a red one on my plate of my 97 Z. and the lady cop did say that it illegal to have it on while you are driving. but i do think that if you set it up with your brake lights it might be ok.
It is fine with a break light and i run my red led light under my bumper to my blinkers and brake lights and they never get on me so maybe its the officers preference where you live but all i think they would right you a ticket for is a fix it ticket so it shouldn't be all that bad
